The answer is technically yes: but in most cases, it creates problems that end up costing more to fix than doing both services together from the start.

The Finish Transition Problem
Waterline tile sits at the junction between the pool's interior finish (plaster, PebbleTec, or quartz) and the tile band. When the tile is replaced, the new tile is set on mortar bed that is slightly different in thickness and profile from the original installation. This creates an uneven transition edge where the new tile meets the existing pool finish.
On a pool with a fresh or relatively new interior finish, this transition edge is a cosmetic issue. On a pool with an aging finish that is already showing wear, the transition edge becomes a structural concern: the new tile mortar can undercut the existing finish edge, creating a point where water can get behind the finish and accelerate delamination.
Bonding and Adhesion Issues
Pool interior finishes, particularly older plaster, can be porous and irregular at the surface. New tile mortar applied to an aging plaster surface may not bond as reliably as it would to a freshly applied finish. Over time, this can lead to tile loosening at the waterline, particularly in pools that experience temperature cycling or that are drained and refilled.
The Cracking and Edge Problem
When a pool is resurfaced, the new finish is applied to the full interior surface and terminates cleanly at the tile band. This creates a clean, supported edge. When tile is replaced without resurfacing, the existing finish edge, which may already be chipped, cracked, or undermined, is exposed and left in place. The new tile is then set against this compromised edge, which can crack further as the tile mortar cures.
The Long-Term Quality Argument
The most compelling reason to do tile and resurfacing together is long-term quality. A pool that has both services done at the same time will have a consistent finish transition, properly bonded tile, and a clean edge throughout. A pool that has tile replaced without resurfacing will show the age difference between the new tile and the old finish: and may require resurfacing within a few years anyway, at which point the tile will need to be disturbed again.
When Tile-Only Replacement Makes Sense
There are situations where tile-only replacement is appropriate: when the interior finish is relatively new (less than 5 years old), when only a small section of tile has failed due to a specific cause (such as freeze damage or a single impact), or when the pool is being prepared for sale and the goal is cosmetic improvement rather than long-term renovation.
